SPRINGFIELD – Illinois Governor JB Pritzker is set to give his annual State of the State and Budget Address Wednesday – and this year’s financial picture may not be as rosy as years past.

Capitol News Illinois reports economic forecasters expect spending growth to outpace revenues by about 900-million dollars next fiscal year – meaning Pritzker and lawmakers will have to either make cuts or raise new revenue. That deficit could also be offset by a predicted surplus in this year’s budget.

Some pressures and priorities will likely remain the same – Governor Pritzker has long championed increases in education funding, for example. But new burdens, including the increasing number of migrants arriving in Illinois from other states, will likely make decisions much more difficult in the months ahead.

Lawmakers initially approved a 50-point-four billion dollar budget for the current fiscal year, but better-than-expected tax receipts could push available revenue to more than 52-billion. Experts say some of that surplus should be set aside to help cover the expected deficit next year.

Democrats hold a super-majority in both the House and the Senate – but it remains to be seen how groups within those majorities will react to Pritzker’s proposals. Republicans are hopeful tougher negotiating conditions will open the door to a more bipartisan budget process.

Pritzker will lay out his spending plan in a speech at noon on Wednesday.
